Boothby: Fortune and Vice

Fortune and Vice dispute one day.
Which had to punish greater sway.
Says Fortune, "At my sovereign will,
I take all good and give all ill."
"Granted," says Vice, "but without me
None can completely wretched be;
While I, alone, do all you can.
In perfect misery plunge my man."
